When acetic acid and vinyl acetate are mix, the molecules are held together dipole-dipole attractions, a kind of van der Waals' forces.

When acetic acid and water are mixed, hydrogen bonds are formed between acetic acid and water molecules. Since hydrogen bonds are the strongest intermolecular forces between small molecules, the solubility of acetic acid in water is high.

Hence, acetic acid is more soluble in water than in vinyl acetate.
