關於關係子句被動式用法問題。?

I am the one (who should be) to blame(to be blamed).-------該受責者乃朕也
等於以下兩句:
1.I am the one who should be to blame.
2.I am the one who should be to be blamed.
以上句子從這網頁上看到的。

請問知識大大們,此兩句的語意是一樣的嗎?句子2.使用被動式,我應該被責備的那個,用被動式沒錯。 但句子1.沒使用被動式,意思會不會變成是---"我才是那個能指責人的人"。
可是,網頁中提到這兩句意思是一樣的,為什麼呢?謝謝。: )

(A) 要是一定要表達出"應該"的意思,1與2都不應該用should而應該用ought to.

(1) => I am the one (who) ought to blame.
(2) => I am the one (who) ought to be blamed.

(B) 這兩句話意思是一樣的.因為在很多人類的自然語言裡面(英語,中語)在意思明顯的條件之下,主動語氣"常常"被用來取代被動語氣.裡在這裡就因為動詞的應用"should be"而變得太複雜了.

把動詞的考慮去掉後,請參考以下的例子們:
+ I need a car to drive. (O)
+ I need a car to be driven. (X)

+ cheap lunch to eat (O)
+ cheap lunch to be eaten. (X)

所以:
I am the one ought to blame.
I am the one who ought to blame.
都是正確的,而且意思與
I am the one who ought to be blamed.
都是一樣的.

(C) 要是你要說"你才是罵人的人"的話,就要說:
I am the one who ought to issue the blames.
I am the one who ought to do the blaming.

因為習慣上,"...to blame"是被罵,"... be blamed"也是被罵.那麼要說主動的行為,就會有特別的寫法.像是我所說的"...issue the blames" and "...do the blaming"都是常常(被)用到的.

(D)糟糕,我又被罵了.沒關係,川普每天罵我8次,多你1次沒差.但是你怎知我的名字是王六呢?

1. "不應該用should而應該用ought to"  ===>  吹毛求疵!   請看看牛津字典怎麽說!
2. I am the one ought to blame.  ===> 關係代詞"who"作主詞時怎能删去!
3. I am the one who ought to blame. ===>  blame 什麽? blame是及物動詞!
4. I am the one who ought to blame. 意思與
    I am the one who ought to be blamed. 都是一樣的.
===> 真荒謬, 駡人與被人駡都是一樣嗎?

In  sentence 2. use passive twice become the one who "should be to be". But sentence 1,. without the use of passive, has the meaning that becomes --- "I am the one to blame others(=other people)."
I blame you for your failure.
I am to blame you.
I have nothing to blame myself for.

A better way to write:-
eg:----who should be blamed(for the failure)
--------who should be blamed (for the guilt of the accident).
--------who should be blamed (in this matter).
