Why hasn't Biden officially been proclaimed President Elect as he won the election ?

The electors have not yet been assigned by the States, nor have the electors voted, nor has Congress counted the electors' votes.  

@Lois Griffin, the AP proclamation is not the official proclamation.  Believe it or not, the US had elections before the AP was founded.  

College arent comfortable with Biden as of now.

It doesn’t really become official until the electoral college meets. That’s more than a month away. But it’s customary to get the transition started when the handwriting is on the wall.
