Does the return of boring government like the 19th-20th century great for all Americans and the world?

I want the return of COMPETENT government, limited corruption, intelligence, emotional stability, care for the US citizen, decency, leadership, acceptance of science and logic, dignity, and obedience to the US Constitution.

Hopefully, America's educational systems will improve and not turn out people like...... you.
