We all know it’s illegal and it violates YouTube’s policies to download videos from the site but okay why are there video downloader websites and then there’s certain content creators who do allow their content to be downloaded. It’s called royalty free. So how can it be illegal and some cheaters give permission to use their videos and stuff?

just because a YTer makes it royalty free and gives their permission to download it does NOT mean it's okay to bypass YT site rules. it is NOT the users' website, it is YouTube's site.
that would be like somebody saying it was okay for people to beat up his kid. that doesn't matter, because a higher authority has made that illegal.
that's why we have local, state, and federal laws. the higher authority takes precedence over others.
if a user wants to share their content, they can host it on MediaFire or Google Drive, and then post the links on the YT video description.
