Why is it important to know the incidence rate of an illness as well as the number of new cases of that illness? ?

Incidence rate or “incidence” is numerically defined as the number of new cases of a disease within a time period.
You might have 10,000 cases but if 9,000 happened last week it tells you what is going on.
