Pelosi is trying to draw attention to Trump "disassociation from reality." Someone *has* to do it. He is a clear and present danger to the whole world.

Section 3 says that a President can declare themselves "unable to discharge the powers and duties of their office" (unable to do their job). He or she must say this in a written letter to both the President pro tempore of the Senate and the Speaker of the House of Representatives.

Pelosi is pulling another 'drive-by' troll. She stated that her efforts "are not about President Trump" (wink-wink), but simply something that needs to be discussed for the future. ...even though the 25th Amendment covers it.

Congress can pass a law to form a body to initiate removal. It is unlikely since to form such a body would require a veto proof majority in Congress. Trump could be barking at the moon and eating infants but McConnell would never let the bill hit the Senate floor.

This bill is not for this Congress, nor this President, so it's hard to call it persecution or even prosecution.
