關於一句英文句子用法問題。?

當你看到

1. it's time...
2. It is high time...

就要聯想到"是與事實相反的"(假設)語氣.

最常用的例子們是:

It is high time we went. 我們早該走了!(但是還沒走)
It's time we ate.我們早該吃飯飯了.(但是還沒吃)

回到你的問題:

It's time we were making a move. 我們早該做(那事)了.(但是還沒做)

所以用過去式(或是過去進行式)是對的.
