If Trump has his way, sometime between tomorrow (after he is blown out of the debate tonight) and Nov 3. 

Most likely Nov 4th if Biden should accidentally win.

World war three is already under way in cyberspace where state backed hacking and economic warfare has been happening for years. Soldiers and bombs are no longer necessary to render a country defenceless. If you can kill its banking system, clean out people's accounts and disrupt the energy supply system or other utilities, a nation would be on its knees in days with no blood shed. It is an undeclared war in which unfriendly states are exploring weaknesses in our defences and stealing our secrets ... while we are doing the same to them.
