For our sakes God can't go against His Word... because we rely on His Word. It's so important to know that The Word spoke life into existence. We are told to hear (take heart) in the promises of God.
So, can GOD do whatever He wants? Technically yes, but due to God's Nature and His Awesome love for us, also because GOD answers to those who serve him by the strength of His word, He keeps all things in balance working for our best. Because God knows just how much each of us is in need for those promises God remains patient with us... Jesus invites us to come learn of Him. If anyone follows the story of Abraham we see that he was so committed to God; his faith grew substantially through the tests that were presented to him, learning in his journey more about trust, relationship with God, who God was, what God wanted. He believed all that God spoke to him.
GOD is the Highest authority without a doubt but in order to keep His Kingdom functioning, He has to depend on those who place their faith in him to keep everything functioning properly; such as angels; even us.
As for mankind, we are so important to God, it is God, who yearns for us to come unto Him, as Jesus Christ said repeatedly to "Come unto me."God remains not just true, but is The Truth, The Life and The Way. And, it is God who will work out all the details, who sets the paths straight, we rely on His Faithfulness and Love. It's more likely it's us who need to come out of our misunderstandings of all that God is, what He will and will not do; especially when we ourselves misunderstand the limitations we place on God through disbelief. When Jesus went into certain places, it is written he couldn't do as much as he wanted, because of disbelief.
"He could not do any miracles there, except lay his hands on a few sick people and heal them. And he was amazed at their lack of faith." (Mark 6:5–6)
So a lack of belief does limit God. As we enter more fully into the Covenant agreement promised to Abraham in the way that pleases God most, through Faith God will produce fruit in and for us. The God of Abraham, is the Same God working for us, yearning for us to "partner" with Him! That is why Jesus Christ prayed that we would come and be joined with God; as He was! 'Disbelief' is what separates and limits God; as God won't force us to 'Come unto Me', however God still sends out the invitation to Come forth and learn of me (God)!
