As an independent contractor, is it okay for an employer to ask an employee to put business expenses in their credit card?

It's perfectly fine to ask.  It is up to the employee to either do it and put in a reimbursement request or to say no.  What's that got to do with an independent contractor?  NOTHING!

"Independent Contractors" do not have "employers".  They have "customers".

If they company that you work for is paying you as an Independent Contractor but treating you as an employee, they are screwing you.  In a nutshell, they are forcing you to pay some of their taxes.  You will see at tax time.

You don't have an employer if you are an independent contractor. You are your own boss.

You make no sense...
Are you asking your client to have one of there employees buy you something?  How they pay for it is none of your business.... but if you need supplies to do the job, you can provide them yourself (and get reimbursement from your client, if appropriate) or have the client company provide them.
