They are 2 different questions.
1. Maybe. It really depends on the fund's final destination. For example, if the funds end up in the stock market, it will not impact HKMA and/or the linked exchange rate, but an issue for HKEX and/or SFC.
2. As simple as possible - the biggest difference is index future contracts are derivative, which is not backed by any actual things. Derivatives are considered high-risk investment products, as you can lose more than 100% of your investment
