For past perfect tense:-
technical:-of verb forms, tense, concerning a period of time up to and including the past perfect as in eg:-he was/wasn't meant

For imperfect:-of the tense of the verb which shows incomplete action in the past:-
eg:-He was/wasn't meant hurting---is in the imperfect.

I believe that he didn't mean to hurt anybody.
=我相信他無意要傷害任何人的。(過去式主動:當事人的意願)
上面這句裡不能用被動態動詞wasn't meant。

He was meant to be a physician.
=他是要被栽培成為一名醫生的。(過去式被動:was + p.p.: 是別人的意願)

I guess I wasn't meant to be wealthy.
=我想我不可能成為有錢人的。(老天沒有這個意思要我發大財,雖然我有這個意願)

We are meant to be back at 9.00 a.m.
=我們必須在九點趕回來。(非當事人的意願)
