Relevant government entities have not officially defined "close contact (密切接觸者)".As officially as it gets, the following is a quasi-official definition, given it is defined by a non-relevant government entity:

當然是性接觸，除了性接觸，人與人之間就沒有其他接觸，同枱吃飯，人人都低頭掃手機，毫無人性，真正的接觸就只有性，起碼你性性時不會掃手機
