XL tire vs Not XL tire ?

The make and type of tire is what matters. Tires are graded in performance. As rain is the commonest situation it pays to buy a tire that's got good wet grip. Unless you get a lot of snow of course. So you should choose a tire with the highest ratings for the weather you expect to encounter. All XL means is that the tire can carry extra loads. If the manufacturer fits XL then yes so should you. Otherwise not.

XL is for 'extra load' .  This would be a heavier duty tire.  More of a truck tire.

If you're going to load your car full of people or cargo and drive at freeway speeds regularly, then XL would be recommended. If you drive by yourself or with just one passenger most of the time, and drive in town or on straight roads most of the time, then standard will be fine.
