= log₆ 2⁴
= 4 log₆ 2

(C) states L16 = aL2 where a is unknown.;
But 16 = 2^4 so L16 = 4L2 = aL2. Obviously, a = 4.
a * log[b](c) = log[b](c^a)

a * log[6](2) = log[6](16)
log[6](2^a) = log[6](16)
2^a = 16
2^a = 2^4

log (to any base) of 16 is equal to 
4*log (to same base) of 2
