Do militaries still use half-tracks?

No, it seems modern fully tracked personal carriers and tanks have been developed that far exceeds the advantages the halftracks offered .

Well, there are some still in service, but no one is building them any more.

There are more in civilian use that have been transferred from the military than there are still in the military.

43 years in the military, and I've never even seen one!  They might be in use somewhere, but, I have no idea where.
