請問香港公共圖書館選址是否一定在政府土地上？因為部分圖書館好像位於私人物業中。假如不一定是政府土地，那私人業主豈非可隨時終止租約？

- Fanling South Public Library- Tsim Sha Tsui Public Library

2. In theory, yes, but unlikely. The Government has the ability to construct new libraries if the rental cost is high. Beside, to the owner, the Government's rental provides a stable income and foot traffic, which improves the properties overall.
