if there is no outside fresh airintake then the stale recirculated air
can cause headaches

Could be, more likely caused by dust and crap, whatever is trapped in the home, but an AC can have crap growing in it's drain pan that can be carried throughout the house. AC also decreases the humidity levels, which can irritate sinuses and such.
