Whats better shooter games or rpg open world games?

RPG Open World games definitely. 
Shooter games often ruin the experience by adding a lot of "collectibles" and are relatively short, unless you consider the latest Call of Duty (Black Ops IIII) which doesn't even have a campaign!

Depends on the implementation.  Some games have a touch of both elements.  Take, for example, The Elder Scrolls series.  The worlds are wide open for exploration but you have formal quests as well.  They are shooters (with non-firearm weapons) but also are role-playing games.  I really like Skyrim.  But heck, even the 4X games like  Sword of the Stars, Civilization, and Sins of a Solar Empire have their moments.

I prefer RPGs, but probably because I didn't grow up playing shooters. Whenever I start a new shooter game I always feel out-classed because of my lack of experience... I prefer shooting guns in real life anyway. But you know what I can't do in real life? Kill dragons with a giant battleaxe! RPGs FTW!!!

They give different types of experiences. RPG open-world games like Skyrim give an immersive experience that takes you into the game's world. Shooter games tend to have multiplayer options and are more competitive, usually less immersive. I usually prefer shooter games that have multiplayer options, because I like the competition.

You tend to get more bang for the buck, that's money, with RPGs.

It might not be what you are looking for but I would say a mix of both. a open world shooter game with RPG elements usually are really good... in my opinion that is.

incase this was a 1 or 2 kinda question then I have to say I prefer shooter games.
 
most RPG's nowadays just don't cut it for me. I mean automatic attacking? overwhelming grinding? Or just my lack of friends or ability to make friends. these tend to inhibit the fun I have.

Most shooter games however are just games where you can jump in and have fun without a grind needed to have the fun. some of my favorite shooter games being Titanfall 2 and Call of duty zombies.

However that being said... typed.
I would love a RPG game where you are directly in the combat, the grind to get to a satisfying level isn't mentally taxing just challenging and you have actually smart AI companions that aren't just cannon fodder or you don't control them.
it would be nice to have a AI in a game like that smart enough to support you without having to be controlled.

gta 5 can be really fun just watch out for aszholes and modders. I have played TESO and it's allright, maybe even better if i got the DLC. Try one of thoes.
