Are black people realistically treated bad by the police force?

In most cases this comes down to poor people are treated worse by the police force. Here in my city which is overwhelmingly Latinx most of the rough PD vs. civilian cases involve that population, simply because that is the majority. But decades ago in this same city there was a tale of two black guys... One was a construction worker speeding and driving recklessly. He was beaten half to death by the LAPD. The other was a former NFL star turned actor who was suspected of murdering his ex-wife and her friend. In that case the LAPD was so hands off that they allowed this guy (and his friend who was also black) to lead them on a famous "low speed chase" where not a single shot was fired. Here in L.A. we call this "celebrity justice". But one suspects the pattern is common everywhere. In cities with black Mayors and black City Council members it's still a poor black person who's more likely to be stomped by the police than a black person with money or notoriety.
