1. Not necessary. Generally, this can only happen when the market is rising.

2. It depends on a variety of factors, including, but not limited to, your income, the property's value, your credit rating, etc.

For example, even the bank is willing to refinance up to 90% of the property's value, any decline in value will create a difference that you will have to make up if you proceed with the refinance.

Note - mortgage is based on the property's current appraised value by the bank, not the purchase price. That's why sometime the approved amount may fall short due to overpricing.
