There should be no restriction on any operating system to save it to any type of memory device. I have seen some sent to a flash drive, even a DVD.
Running it might be another matter. You couldn't get Win95 drivers to recognize a motherboard that has SATA connection to a drive like an SSD.
Yes, as long as the SATA chipset can work with a suitable boot manager.
I've used "Bootit Bare Metal" on a laptop with a SATA drive and installed many different systems, from DOS and Win 3.11 through Win 98 SE etc.
