A lot of people here are saying Eminem, which I can both agree and disagree with. When it comes to rapping ability, he absolutely isn't overrated. But not even his biggest fans can deny how inconsistent his albums have been since Encore.
A rapper who is definitely overrated is Lil Uzi Vert. He's done a great job of convincing his delusional fans that his music has any depth or emotion to it whatsoever, when in fact it's the same old repetitive garbage with 0 lyrical content or themes, coupled with his cringe-inducing voice. He's no different from your generic 16-year old SoundCloud rapper, except he goes around saying he's "emo" when every song he's ever made is just "I have money" and "I f*cked your b*tch" in the most emotionless way possible.
I think Lil Wayne is rather overrated too. Some people are putting him up there with the all-time greats when a lot of his music is either garbage or mediocre at best. For every good song/album/feature he's done, there's like 5 terrible ones. I'd say Drake belongs in a similar category but most hip-hop fans don't rate him above average as a rapper anyway.
Then you have guys like Young Thug and Kodak Black, who at this point are basically just memes but still get way more attention than they deserve. To this day I'm still not convinced they are even rapping in English (same goes for Future), probably because they have nothing interesting to say. Finally you have Gunna who's the Walmart version of Travis Scott, and Lil Baby who's the Walmart version of Young Thug.
every single modern rapper is overrated.
Talking over the music is not the most impressive display of genius. It’s all a bit overrated.

Sure, I can name plenty and probably piss a good amount of people off while doing it too. Jay-Z (one of the most cocky, overrated, useless sellouts in rap), Kendrick Lamar (the most overrated rapper of all time? Maybe.), Kanye West, Jadakiss (I know he's not as mainstream as others but people be calling him top five dead or alive lol), Andre 3000 (good but not as good as he's made out to be), Pusha T, Danny Brown, Denzel Curry (he's like a watered down version of underground 90's Memphis rap and people who've never probably even listened to that music be thinking he's the best), Fabolous, Lil Wayne, Ice Cube, Drake, Biggie Smalls (he was good but he wasn't the best), MF Doom (I know this is considered blasphemy to say but I just don't see the hype and he's pretty boring and monotone and raps offbeat), Freddie Gibbs (he was good when he started but now he just makes what I like to call 'critic bate music') and Travis Scott (if he counts...I know he's not really a rapper but people actually think he's good so...)
So yeah there's my list, I could probably name a few more too if I really thought about it. Keep in mind I'm basing it on how much the rapper is praised, not on just popularity. For example, Lil Pump, Soulja Boy, Vanilla Ice and countless other "pop rappers" or one hit wonders were all hugely popular and successful at one point but nobody thinks they're nice on the mic. And the reason I didn't include Eminem is because nowadays he's more hated than overrated, and most of the people who overrate him are pop music listeners who don't really listen to hip hop, the hip hop community doesn't hold him as high.
