he said hes hesitant starting over having the objective of a relationship. So does that mean hes only wants to be friends?

He most likely does not know what he wants, if you like him be patient. Men don’t like clingy woman...

He could just want to keep things slow for now and see how you turn out. It doesn't mean that he isn't open to it in the future.
