Is it illegal I’m California for employers to play favoritism?

No, it's not illegal. Employers and managers usually determine the value of each employee to the company. People who are determined to be highly valuable for whatever reason (including favoritism) are given better jobs and paid more. Totally legal.

They can have a preference on who they like better. Offering them special benefits because of it though can be another thing.
