Or can I leave my house and go to the mall and stuff? Can't just assume everyone outside is infected.

Unless stricter rules apply in your locality, you can go out if really necessary, but stay 6 ft away from people.

Depends on where you are in the world but personally i have no problem staying inside anyways and only going out when its necessary. Better safe than sorry.
