the function has a local maximum at (-1, 2), a local minimum at (1, -2), an absolute maximum at (3, 18) and an absolute minimum at (-3, -18).

Going from left-to-right, we have:

minimum at (-3, -18), maximum at (-1, 2), minimum at (1, -2), maximum at (3, 18)

Anything left of the first minimum will come from infinity, so it's decreasing until it reaches -3, then goes increasing again.  Every time it reaches a new min or max it changes direction until the end will be decreasing into negative infinity.

So the ranges of increasing and decreasing are:

increasing:  (-3, -1), (1, 3)
decreasing: (-∞, -3), (-1, 1), (3, ∞)
