the diacritical mark you talk about is called a diaeresis (or trema) . It indicates that the vowel below it needs to be pronounced separately from the one preceding it.

"coop" and "coöp" are different things

Because that's how they are spelled. Why do Americans spell Aeroplane as  Airplane?
