Sexual harrassment is subjective, and what you perceived as a humorous joke is not necessarily going to be seen in the same way by others.  For some any aspect of their definition of sexual harrassment is not acceptable, for others some behavior may be more acceptable than others.

Yes. There is plenty, like an indecent remark or proposal, physical contact, other improper behavior, etc. Neither what you did nor any of the worse alternatives excuses your poorly received joke. The key element is how the behavior is received by the one to whom it is directed and if s/he is offended, that's enough to avoid repeating it, no matter how innocent your intent may have been.
