So I recently went to a university as a freshmen and money got messed up so I have no credits for that semester I went Am I allowed to apply for a different university and if so do I apply as a freshmen or transfer student

if you have zero credits to show for your first attempt, you are a new student, not a transfer student

You apply as a transfer student, and you will have to request your transcript from the first school, even though you failed all the classes.
