This page shows up whenever I try to connect to some public WiFi (e.g. Starbucks or Hong Kong government WiFi). I just cannot get connected to any public WiFi ...

What's wrong with my phone setting? (I'm using Samsung Note 4) What can I do to fix the problem?

Please help. Thank you!

It means the connection between your phone and the wifi router isn't safe, if you continue use the public wifi your data will not encrypted (or easier to get hacked). Just don't use any public wifi.
