Why doesn't my laptop recognize my Galaxy Note 9 anymore?

It charges it, but it would open the file for it.

After you plug it in look at the GN9 and see if it gives you a message to be USB. Most of them will ask that, my Samsung S5 and tablet both ask.

USB setting is charge only, you need to select file tranfer or use as external storage device.
That is on the galaxy BTW.
