.介詞用in或單纯省略,這類名詞有trouble, fun, difficulty 等,所以本句寫法為I have trouble (in)saying--

蔡英文說的是 I have problem of saying that in Chinese language.

蔡英文說的應該是 I have problem of saying that (thing or thinking發音沒完成,或者是 that in 連音), the Chinese language. I'm sorry. 

say後接單一事件陳述與報導
ex:The weather report says that there will be a storm coming this weekend.

problem可屬名詞,speak表示說某種語言,
I have a problem of speaking Chinese (language).
             or 
I have problems of speaking Chinese(language).

The correct way should be: "I have trouble speaking English sometimes."
