有親人昨天去中旅行社申請回鄉卡被拒，她是香港出生，身份證符號***AZ，曾經持有好舊回鄉簿，現已遺失，沒有續回鄉卡。辦證人說身份證不能証明她是中國籍，要她持有特區護照才可辦理。親人只想返鄉探親，沒有想花錢拿護照。請問有何解決方法，請高人指教謝謝。?
