想請問本人曾於2016年7月份因一單盜竊罪擔保三千元案件取消後致電警署他說己給法院充公直到現在2019年仍無法拿回請問有什麼辦法拿回？

First - you have to determine if the bail is lawfully forfeited.

There are only 2 ways your bail can be forfeited:

a. If guilty, the court allowed you using the bail to satisfy the fine; or,

b. Regardless guilty or not, you fail to appear (court or police station) as instructed.

If neither of them applied to you, the only way to get your bail money back is to through legal option, i.e. suing the police.

But just in case - before doing anything, you should make sure that the police headquarter is in the same picture as the local police station.
