Because cons are obstructionists.......and don't want to pass anything suggested by democrats. So Moscow Mitch just shuts down anything they send over.
The Senate went over them and decided they were not worth voting on.

Harry Reid can tell you why they are never going anywhere.
Because they aren't bi-partisan. No point looking at a bill that won't pass Senate and won't be signed by the President.
Its all a bunch of make work.
It would be better if they passed 1 bi-partisan bill that can be signed than 4,000,000 that can't see the light of day.
A shame that progress is halted because we can't even work together without our differences getting in the way.
