Why do you disconnect the gas meter when doing a pressure test on a residential line? Will 40 psi damage the gas meter?

In short, yes it could. The meter is not designed for that sort of pressure, it is designed to handle gas at the normal pressure.

It has NOTHING to do with the meter itself. You have to disconnect the lines from the service to pressurize the lines.
