Since you are asking about molarity and since students often get molarity (M) and molality (m) confused, we will assume you meant a 3.0 molar (3.0M) solution. Assume the volumes of the solutions are additive.

175 mL x (3.0 M HCl / 1L) / 425 mL = 1.2M HCl ............. after rounding 1.235M to two significant digits

total volume  == 175 + 250  =  425 mL

   use the dilution formula
    M1V1  =  M2V2
    (3.0)(175)  =  M2(425)
    M2  =  (3.0)(175) / (425)  =  1.4353M  round for sig figs  ...  you can do that, right?
