"Hot" is hotter than "warm".
"Warm" is warmer than "cold".

I would offer that "hot" is beyond the temperature that you can touch it continuously.

"Warm" is comfortable to touch.

Cold - Cool - Warm - Hot

This is the order of things.

Warm is usually considered comfortable while hot is uncomfortable.

the distinction is subjective, but "hot" is usually understood to be painful to the touch, while "warm" is not

You can touch and hold a warm object. A hot object will cause burns of varying degrees.
