The answer is no, as she does not qualified for such certificate.
For those who were registered under BNSS (英國國籍甄選計劃), they were issued registration certificates as the proof of citizenship. When they pass on their British citizenship to their children by birth, the children become British Citizens by descent unless certain conditions have been met.
Because your sister did not obtain her British citizenship by registration (like those who were under BNSS), but by descent, she will have to use a British Citizen Passport as the proof of citizenship.
The application process is practically the same as BN(O) Passport, but she will need to include her birth certificate with her mother's registration certificate. She will have to apply the passport as a first-time applicant, even she may already have a BN(O) Passport (as this is her first British Citizen Passport).
