香港人可不可以向國際法庭提出申請告香港政府侵犯人權？如果可以，請問有關程序是怎樣？是否需要經過甚麼機關或要甚麼資格才能申請？

The answer is no.International Court of Justice (ICJ) is established to resolve disputes between countries.
For such allegation, you will have to file with the Court of First Instance, the High Court of Hong Kong.

國際法庭是主權國家政府間的民事司法裁判機構，香港不是主權國家，所以並不可以。
