Because there is no will, all estates of the deceased must be processed based on the law.

Because your son is eligible for the inheritance, he must release his entitlement before anything can be done.

This is the purpose of that document.

There is no set price on that document because this involves 2 legal transactions - probate and real estate transfer. This can be done by either processes.
