居英權事宜：1997 年前，我個人（申請人） 和我一家人 (那時小女未成年) 已取得居英權文件。但一直未申請護照。今天小女（已成年)一個人是否可用居英權文件去申請英國護照，還是要我同行。 Kenneth?

It takes more than that.
Assuming it is a Certificate of Registration (of British Citizenship), a first-time passport applicant must provide countersignature with the application.
