Sorry, my question is kinda long, so I had to screenshot and attach it as a photo so I didn't exceed the character limit.

That picture isn't very good quality for some reason, someone let me know if you want me to just copy and paste it as a few different comments down below instead.

BARE COPPER WIRE TO ITS METAL CASE.
WHITE WIRE CONNECT TO NEUTRAL LINE.
RED WIRE TO HOT LINE.
BLACK WIRE TO OTHER HOT LINE.

REMARK: VOLTAGE BETWEEN RED AND BLACK IS 240V.
ANY HOT LINE TO NEUTRAL IS 120V.
NEUTRAL TO CASE GROUND IS ZERO VOLT.
CASE GROUND TO ANY HOT LINE IS 120V.
ITS HEATING ELEMENT USES 240V POWER SOURCE.
ITS MOTOR USE 120V POWER SOURCE.

Ground always goes to ground. Neutral always goes to the neutral or return. Most electric dryers have special plug because they are 208 VAC.
That assumes you are in USA and Canada. Maybe Mexico and some other American continents countries.
Contact a qualified electrician.

Download the manual for your dryer and refer to the wiring diagram in the manual.
