本人及配偶在1990年抽到居屋並在1997年賣回給房委會，幾年前加名在奶奶公屋戶籍內(天倫樂加戶計劃)，現請問本人或配偶可以購買已加名的(全港39條政府指定實施「租置計劃」的公共屋邨)公屋嗎?

Yes, but with conditions.
In theory, your HOS ownership should not affect your eligibility (given that you are able to become a public housing resident again).
The issue is you are not the primary tenant. In that case, the Housing Department may need some additional procedures to clear any obstacles.
(Note - generally, when the sales is allowed and completed, the elderly will lose any eligibility for public housing as well.)
