Can someone in the medical field explain this rash by testes?

I know this was caused by being out in the heat for extended periods. Skin around area feels unusual, just don't know what it is or how to treat it.

Use talcum powder or baby powder after you bathe.

it's a heat rash

Looks like ringworm, a fungal infection.
