If both, cars and cell phones are consumer goods, how come there is such a thing as a 2020 car, but not a 2020 Samsung Galaxy S10?

Technically there is a 2020 Samsung Galaxy, but it would be known as the Galaxy S11 much like the 2019 Samsung Galaxy is the Galaxy S10.

Think it comes down to the fact that the Galaxy phones have suffixes to discern them vs a Honda Civic which doesn't so we use the year to do that.

Consumer goods are merchandise bought for consumption by the typical client. as an alternative known as final product, goods are the tip results of production and producing and are what a client can see on the shop shelf. Clothing, food, and jewelry are all samples of goods

Just because it's a consumer good, it doesn't mean it has to be sold by model year. Very few things are.
