What is this little circle thing on my hand?

It has been approximately three weeks and this little circle has yet to heal... It does not itch, but when I put water on it it burns slightly. It can be really vexing especially if I wish to wash my hands. Did I perhaps pop a blood vessel? Any good response and I would be very grateful.
