You can't download Bluetooth. Your PC must have a Bluetooth adapter. If yours doesn't, you can by an inexpensive USB based BT adapter and plug it in. Then you can pair your BT devices through the Windows Settings app.

you dont need to. what are you having trouble with? there will only be bluetooth utilities on a system that has a bluetooth transmitter in it(and its switched ON)

uh, bluetooth is a piece of hardware, not a software program...
